Zero emissions redux

The California Air Resources board defines a Zero Emission Vehicle as a vehicle which produces “no emissions from the on-board source of power”.

If we accept this definition, then the digger in this video is indeed a zero emission vehicle. If we apply the same definition to boats, then a boat with an outboard engine is probably a zero emission boat.

Can we please stop using this meaningless term? There is no such thing as zero emissions.
